<p>We want to remind everyone that the Gas Heat Pump (GHP) systems manufactured by Yanmar qualify for the 30% tax credit, as well as for direct payments to tax-exempt entities, under the Inflation Reduction Act (IRA).&nbsp; <u><strong>This tax benefit only applies to systems installed by December 31,</strong> <strong>2024</strong>.</u>&nbsp; Due to equipment timing and scheduling we highly recommend that you start the ordering and installation process immediately in order to complete installation by the December deadline. The project must be installed under specific requirements and may require prevailing wage and apprenticeship requirements depending on the size of the project and other specific considerations.</p>



<p><em>Yanmar GHP is considered a mechanical cogeneration product and should be treated as &#8220;Combined Heat and Power system property&#8221; (CHP) &nbsp;for purposes of Internal Revenue Code Section 48, under the Investment Tax Credit (ITC).&nbsp;</em></p>



<p>Please consult with your tax professional for additional requirements, information and to verify your qualifications.</p>



<p>GHP is a great solution for upgrading HVAC systems in historical buildings with older electrical systems, minimal electrical load, or where there isn&#8217;t the opportunity to upgrade the electrical system for newer high-efficiency traditional HVAC systems. Gas systems require less electricity therefore sometimes making it the best option for converting older buildings. Additionally, they are perfect when only single-phase power is available or when electrical systems can&#8217;t be updated due to delays, cost, or availability.</p>



<p>In calculations, the Gas Heat pump systems saved 25-30% on cooling and 50% on heating as compared to an electric heat pump system.</p>

	<p>A change in the Tax Cuts and Job Act from 2017 can help you make upgrades to your HVAC while helping save on taxes. The tax law increases the maximum amount of assets a taxpayer can expense to $1 mil.  The law also expands the definition of section 179 property to include the following improvements to nonresidential property: roofs, <strong>HEATING, VENTILATION AND AIR-CONDITIONING</strong>, fire protection, and alarm systems as long as improvements are placed in service after the date the building was first opened. Up until 2017, this special deduction for business property owners was limited to mostly business-use vehicles and non-fixture equipment inside a commercial building such as: office equipment, machinery, computers, etc.</p>
In previous years HVAC equipment was considered a capital improvement to the building and excluded from the Section 179 deduction. The new Section 179 deduction can now be applied to both new and used HVAC equipment purchases up to $2.5 million, with a $1 million deduction limit.<br />
Businesses can now take 100 percent bonus depreciation on qualified property in a single year rather than spreading it over 39 years as previously required. Full bonus depreciation is phased down by 20 percent each year for property placed in service after December 31, 2022 and before January 1, 2027.
<h4>What does this mean for you?</h4>
<p>If you make $150,000 in HVAC system upgrades you could potentially receive a $52,200 reduction in taxes rather than having to take the 39-year depreciation which only gets you a $1300 deduction. This does vary by situation but this change can give a business a large deduction in a single year. The deduction must be taken in the year that the equipment was installed.</p>
<h4>What properties are qualified?</h4>
This law only applies to federal deductions and does not apply to state taxes.<br />
The definition of a property eligible for 100 percent bonus depreciation was expanded to include used qualified property acquired and placed in service after Sept. 27, 2017 and before January 1, 2023, and all the following factors must apply:
<ul>
<li>The taxpayer or its predecessor didn’t use the property at any time before acquiring it.</li>
<li>The taxpayer didn’t acquire the property from a related party.</li>
<li>The taxpayer didn’t acquire the property from a component member of a controlled group of corporations.</li>
<li>The taxpayer’s basis of the used property is not figured in whole or in part by reference to the adjusted basis of the property in the hands of the seller or transferor.</li>
<li>The taxpayer’s basis of the used property is not figured under the provision for deciding basis of property acquired from a decedent.</li>
<li>Also, the cost of the used property eligible for bonus depreciation doesn’t include the basis of property determined by reference to the basis of other property held at any time by the taxpayer (for example, in a like-kind exchange or involuntary conversion).</li>
</ul>
<p>So in summary, if you acquired a new property that was in need of upgrades you can use the new tax benefits to offset the cost of the upgrades now, rather than spreading it over 39 years. CPACE not only can help fund larger million dollar projects, but can also help you upgrade and perform fuel switches on boilers.</p>
<p class="p3">CPACE allows for no out of pocket expenses. They provide 100% financing. The main requirement is that the cost savings must pay for the project. If the project cost is $1000, then the savings must be at least $1001. This can easily be accomplished if you are upgrading an inefficient boiler.</p>
<p class="p3">We have all the paperwork required to apply and can help walk you through the process. The application requires at least 14 months of utilities to use for comparison for the new equipment.</p>

<h1>C-PACE</h1>
<p>Connecticut Property Assessed Clean Energy (C-PACE) is an innovative program that is helping commercial, industrial and multi-family property owners access affordable, long-term financing for smart energy upgrades to their buildings.</p>
<p>C-PACE allows building owners to finance qualifying energy efficiency and clean energy improvements through placing a voluntary assessment on their property tax bill. Property owners pay for the improvements over time through this additional charge on their property tax bill and the repayment obligation transfers automatically to the next owner if the property is sold. Similar to a sewer tax assessment, capital provided under the C-PACE program is secured by a lien on the property, so low-interest capital can be raised from the private sector with no government financing required.<br />

<h1>Commercial Solar Hot Water RFP, Incentives and Financing</h1>
<p>The Clean Energy Finance and Investment Authority offers incentives, through designated participating contractors, to any customer of Connecticut Light &amp; Power or The United Illuminating Company who wishes to install solar hot water systems. <strong><a href="http://www.ctcleanenergy.com/Portals/0/SHW%20Interim%20Program%20RFP%20v8%20-%20Commercial%201-9-13.pdf" target="_blank">Click here for the incentive process guidelines</a>.</strong></p>
<p>CEFIA is providing incentives and financing to support Commercial Solar Hot Water projects through a competitive Request for Proposal (RFP) process.<strong> This is the fifth round and final round of solicitations under the current program launched in April 2012.  The “funds available” (below) reflect changes in project awards from previous rounds.</strong><br />

<h1>Federal Tax Relief</h1>
<p>Extension of renewable energy incentives, the R&amp;E tax credit and other business incentives: The agreement extends tax relief for businesses through the end of next year. This means extending the Production Tax Credit, a key incentive for renewable energy , as well as the Research &amp; Experimentation tax credit. In addition, the agreement extends 50 percent bonus depreciation, a cost-effective temporary measure to support investment and growth. All of these would be extended through the end of 2013.</p>

<p>This round of the SunShot Incubator Program is for both hardware and non-hardware solutions that reduce the cost of systems that convert solar energy into electric potential.</p>
<p>The SunShot Incubator program consists of five (5) tiers (divided between hardware and non-hardware) to which applications may be submitted.</p>

Malloy today announced that $3 million in additional energy efficiency incentives are now available for residents and businesses replacing furnaces, boilers, hot water heaters and refrigerators as a result of damage from Super Storm Sandy. These incentives are only available until December 31st. The incentives will apply for replacement of equipment with more energy efficient models between October 29 and December 31. Anyone seeking information about the various energy efficiency incentives or financing options available for replacing or repairing equipment should call the Connecticut Energy Information Line at <strong>1-877-WISE-USE.</strong></p>
<p>In addition to these incentives, Governor Malloy also announced that special funding is available, in the form of low-cost financing for eligible equipment with optional on-utility-bill repayment for customers who make energy efficiency upgrades in equipment or insulation and air sealing while renovating or reconstructing their residence or business as a result of storm damage.</p>

It is a type of adjustable speed drive that can be added to any in industrial, OEM, and HVAC motor driven system. They can be used in conjunction with control pumps, fans, Condenser fans, air handler motors, HVAC fans, and cooling towers.</p>
<p>Traditional heating and cooling systems often run at a higher speed then necessary which wastes considerable energy. Also frequent starting and stopping of motors and quick accelerations can lead to short life spans for equipment. VFD’s allows for gradual acceleration and less wear and tear on equipment. They work by alternating applied voltage by converting the fixed-frequency supply voltage to a continuously variable frequency, thereby allowing for adjustable motor speed. With variable frequency drives, motors can run at pre-determined speeds to optimize system requirements and energy efficiency performance on fans and pumps. Annual chiller energy consumption and carbon dioxide emissions can be reduced by as much as 30% since lower compressor speed causes reduced wear.   Systems can also be programmed to run at times that take advantage of off-peak energy rates.</p>
<p>VFD’s are programmable, quiet, have high motor efficiency and smooth performance. They come in a range of Horsepower and supply voltages. VFD’s are most effective when they are the ideal size and voltage for a specific motor. Digital displays and keypads make programming a breeze and the display can also monitor and show diagnostic information.  Many models offer a remote display when the VFD is mounted interior of the equipment, as with many Rooftop air conditioners.</p>
<p>VFD can have an ROI of one year in the right application. They also are available for rebates and incentives the Connecticut and the local utilities. Incentives include the Energy Efficiency Fund Small Business Energy Advantage Program through the UI for a 0% interest rate for amounts between $500 – 100,000; as well as Energy Efficiency Fund Commercial and Industrial Energy Efficiency Program for varying Incentives that incorporate two electric end-uses with at least 15% of project energy savings.</p>

<div id="post-body-3849439508809289509">It is hard to tell what direction energy efficienct funding will go. The Federal Government may be making huge cuts to energy efficiency and green technology funding, but it may be a little time until we know for sure what is going to happen. But Connecticut is moving in its own direction, continuing and even increasing funding for energy efficient projects. The new legislation SB 1243 that was signed by Governor Malloy in July, makes huge strides forward.<br />
SB 1243 is an act concerning the establishment of the Department of Energy and Environmental Protection and planning for Connecticut&#8217;s Energy Future. The bill merges the Department of Environmental Protection (DEP) and the Department of Public Utility Control (DPUC) into the newly created Department of Energy and Environmental Protection (DEEP). The legislation also allocates $2 mil in funding/grants for cogeneration, as well as continuing much of the funding for solar pv, solar thermal, including grant programs, tax rebates, and tax exemptions.<br />
To further increase the use of renewable energy, the public utilities are required to obtain a minimum portion of their retail load by using renewable energy. By 2020 27% of their retail load must be from a combination of renewable energies. The types of renewable energies are broken into classes: Class 1 includes solar, wind, fuel cells, ocean thermal; Class II includes energy created by trash to energy facility; and Class III Source which is combined heat and power or cogeneration.<br />

Some things say they are trying to increase spending and funding for energy efficiency and the next cutting it. Currently there are a few major items that are being decided on that will have a major impact on what happens with energy efficiency funding in the future.</div>
<p>The Good:<br />
The President has put in a request for 29.5 bil budget request for the DOE and EERE(Energy Efficiency and Renewable Energy) program. This increase would strengthen renewable energy resources, boost clean energy research, and cut expenses to pursue the goal of 80% clean energy sources by 2035. The budget includes large increases for EERE programs including, 135% increase for geothermal technology, 115% increase for building technologies, 88% increase for solar energy, and a 61% increase for wind. The weatherization spending would increase by 52%. The new budget would also promote renewable energy and energy efficient with $300 million in credit subsidies.</p>
<p>The president also set a new initiative to cut energy use by 20% in commercial buildings by 2020. In order to fund these changes he is suggesting a series of incentives that will encourage private sector investment. Additionally, it launches DOE&#8217;s &#8220;Race to Green&#8221; grant competition program to provide retrofit loan guarantees that will focus on universities and hospitals. furthermore there will be a larger tax incentive for retro-fitting.</p>
<p>If this passes it could help get you funding for retro-fitting your business, but this budget is still subject to congressional approval.</p>
<p>The Bad:<br />
The House of Representatives are proposing some large cuts throughout the government in order to reducing spending. Some of these cuts include a $899 Mil cut to Energy Efficiency and Renewable Energy, $1.6 B cut to the EPA, $1.4 B to the Loan Guarantee Authority, and $7.4 Mil cut to EPA Energy Star Program, as well as many others. What these cuts will mean to us is still to be determined, but it may undermine some of these funding increases to help retro-fitting.</p>
